Descripción:: O presente artigo tem o propósito de despertar a atenção e o interesse, de civis e militares, para os assuntos de Defesa e os respectivos recursos necessários, sejam eles provenientes do Orçamento da União ou de outras fontes e, com isso, vencer a precária percepção dos temas relativos a este assunto. Para isso aborda a Estratégia Nacional de Defesa (END) e o Orçamento da União, buscando mostrar seus objetivos, características e peculiariedades, temas essenciais e de grande preocupação dos militares e, por que não dizer, da sociedade civil. A Estratégia Nacional de Defesa, presente em todas as expressões do Poder Nacional, projeta a reorganização da estrutura das três Forças Armadas, o desenvolvimento tecnológico, com a conseqüente reestruturação da indústria de material de defesa e a manutenção do serviço militar obrigatório, com a participação da sociedade brasileira sendo ampliada. A defesa do Brasil tem de ser entendida como condição sine qua non para o desenvolvimento nacional, contribuindo para uma verdadeira integração do poder militar com o poder civil. Com isso, o Ministério da Defesa busca alcançar o espaço que lhe cabe ocupar no núcleo decisório do governo, permitindo que as Forças Armadas, atuando de forma integrada, sejam ouvidas na mais alta instância decisória do País. Por essas e outras razões, busca-se uma proposta que garanta recursos financeiros continuados, por intermédio de ações voltadas pra a facilitação das condições políticas nacionais, para a realização de projetos relacionados à Defesa Nacional, a médio e longo prazos, contribuindo para o bem-estar do País.; The present article has the purpose of awaking the attention and the interest ofcivilians and militaries for the subjects of Defense and the respective necessaryresources, being them is they proceeding from the Budget of the Union or other sourcesand than winning the precarious perception of the relative subjects to this matter. For this it approaches the National Strategy of Defense (NED) and the Budget ofthe Union, searching to show its objectives, characteristics and peculiarities, essentialsthemes and of great concerning of the militaries. The National Strategy of Defense present in all the expressions of the National Power, projects the reorganization of the structure of the three Armed Forces, thetechnological development, with the consequent reorganization of the industry ofmaterial of defense and the maintenance of the obligator military service with theparticipation of the Brazilian society being extended. The defense of Brazil has to be understood as sine qua non condition for thenational development contributing for a true integration of the military power with thecivil power. At this manner the Defense Ministry searches to reach the space that fits to it tooccupy in the decisiveness nucleus of the government being allowed that the ArmedForces acting of integrated form are heard in the highest instance decision of the Country. For these and other reasons wanted a proposal that guarantees continued financialresources for intermediary of action directed to the facilitation of the conditions nationalpolitics, toward the accomplishment of projects related to the National Defense, themedium and long term, contributing to the well-being of the Country.
