A Resolução de Conselho de Ministros n.º 44/2007 de 19 de Março deu início ao processo de reforma das Forças de Segurança, com alteração de vários diplomas legislativos, tais como as Leis Orgânicas das forças de segurança. A Lei n.º 63/2007, de 6 de Novembro, aprovou a actual Lei Orgânica da Guarda Nacional Republicana, complementada pelo Decreto Regulamentar n.º 19/2008, de 27 de Novembro. Estes diplomas estabeleceram uma profunda mudança organizacional. A Estrutura Financeira sofreu mudanças organizacionais, com extinção e criação de órgãos financeiros. Foi criado o Comando de Administração dos Recursos Internos, que inclui a Direcção de Recursos Financeiros, com a responsabilidade de assegurar a administração da função financeira. Ao nível das unidades e serviços são criadas duas modalidades de órgãos financeiros: as Secções de Recursos Financeiros e as Secções de Recursos Logísticos e Financeiros, sendo a diferença que a segunda, para além da função financeira exerce também a função logística. The Internal Resources Administration Command, which includes the Financial Resources Direction with the responsibility of assuring the administration of the financial functions, was created. At the units’ and services’ level, two mechanisms of financial organs were created: the Financial Resources Sections and the Logistic and Financial Resource Sections, the difference being that the latter has both the financial function and the logistic function. The work concludes that the new financial structure will be able to satisfy better the needs of the force, even if, in this initial phase, human resources experienced some difficulties in the implementation of this new financial ideology. </ dc:description >

               6. < mods:abstract > A modernização da Administração Pública foi uma das medidas enunciadas pelo programa do Governo para o desenvolvimento do País. A Resolução de Conselho de Ministros n.º 44/2007 de 19 de Março deu início ao processo de reforma das Forças de Segurança, com alteração de vários diplomas legislativos, tais como as Leis Orgânicas das forças de segurança. A Lei n.º 63/2007, de 6 de Novembro, aprovou a actual Lei Orgânica da Guarda Nacional Republicana, complementada pelo Decreto Regulamentar n.º 19/2008, de 27 de Novembro. Estes diplomas estabeleceram uma profunda mudança organizacional. A Estrutura Financeira sofreu mudanças organizacionais, com extinção e criação de órgãos financeiros. Foi criado o Comando de Administração dos Recursos Internos, que inclui a Direcção de Recursos Financeiros, com a responsabilidade de assegurar a administração da função financeira. Ao nível das unidades e serviços são criadas duas modalidades de órgãos financeiros: as Secções de Recursos Financeiros e as Secções de Recursos Logísticos e Financeiros, sendo a diferença que a segunda, para além da função financeira exerce também a função logística. O trabalho conclui que a nova estrutura financeira poderá satisfazer melhor as necessidades da Guarda, no entanto, nesta fase inicial foram sentidas dificuldades por parte dos recursos humanos na implementação desta nova ideologia financeira. </ mods:abstract >

The Resolution of the Ministerial Counciln.º 44/2007 of 19th March originated the reform process of the Security Forces, which involved the modification of several legislative diplomas, namely the Security Forces Organic Laws. The Law n.º 63/2007, of 6th November, approved the current Organic Law of the “Guarda Nacional Republicana”, complemented by the Regulatory Decree n.º 19/2008, of 27th November. These diplomas established a deep organizational change. The financial structure suffered organizational changes, with the extinction and creation of financial organs. The Internal Resources Administration Command, which includes the Financial Resources Direction with the responsibility of assuring the administration of the financial functions, was created. At the units’ and services’ level, two mechanisms of financial organs were created: the Financial Resources Sections and the Logistic and Financial Resource Sections, the difference being that the latter has both the financial function and the logistic function. The work concludes that the new financial structure will be able to satisfy better the needs of the force, even if, in this initial phase, human resources experienced some difficulties in the implementation of this new financial ideology. </ mods:abstract >

A Lei n.º 63/2007, de 6 de Novembro, aprovou a actual Lei Orgânica da Guarda Nacional Republicana, complementada pelo Decreto Regulamentar n.º 19/2008, de 27 de Novembro. Estes diplomas estabeleceram uma profunda mudança organizacional. A Estrutura Financeira sofreu mudanças organizacionais, com extinção e criação de órgãos financeiros. Foi criado o Comando de Administração dos Recursos Internos, que inclui a Direcção de Recursos Financeiros, com a responsabilidade de assegurar a administração da função financeira. Ao nível das unidades e serviços são criadas duas modalidades de órgãos financeiros: as Secções de Recursos Financeiros e as Secções de Recursos Logísticos e Financeiros, sendo a diferença que a segunda, para além da função financeira exerce também a função logística. O trabalho conclui que a nova estrutura financeira poderá satisfazer melhor as necessidades da Guarda, no entanto, nesta fase inicial foram sentidas dificuldades por parte dos recursos humanos na implementação desta nova ideologia financeira. </ dcterms:abstract >
