Descripción:: Portugal é um dos países do mundo com mais espaço marítimo. Contudo, regista-se uma grande diferença entre as suas potencialidades e a sua real utilização. Nos últimos anos, a criação e desenvolvimento de um cluster marítimo português tem sido uma questão política e económica, de primeira grandeza. Nesse sentido, algumas organizações desenvolveram iniciativas com que pretendem estimular o seu crescimento. O estudo do “Hypercluster da Economia do Mar”, elaborado pela SaeR e coordenado pelo Professor Ernâni Lopes, estabeleceu como objetivo duplicar o PIB que resulta diretamente da economia do mar. As vantagens competitivas de um projeto como o apresentado pela SaeR encontram-se, cada vez mais, em regiões localizadas e em setores específicos, nos quais a informação, o conhecimento e a inovação são fatores de grande importância. Nesse sentido, os clusters, desempenham um papel preponderante no desenvolvimento local, regional e nacional. No entanto, a aposta no desenvolvimento económico de Portugal implica a criação das respetivas condições de segurança, sem as quais não será possível assegurar o fomento da chamada Economia do Mar. A Marinha Portuguesa enquanto Ramo das Forças Armadas tem responsabilidade, quer de garantir a vigilância e o controlo dos espaços marítimos portugueses, quer de dispor de um mínimo de força que no Mar se oponha, pela dissuasão, a qualquer risco ou ameaça. O reconhecimento dessas capacidades tem conduzido a que, nos termos da lei, a Marinha colabore em tarefas relacionadas com a satisfação do interesse público e a melhoria da qualidade de vida das populações e exerça ações no âmbito das missões de interesse geral a cargo do Estado.; Portugal has one of the biggest maritime areas of the world. And in that way the clusters have a major importance on the local, regional and national development. However the path to economical development in Portugal, will need to have good conditions regarding safety and security, without those, it's not possible to assure the development of the commonly called "Economy of the sea". The Portuguese Navy, as a branch of the Portuguese National Armed Force, has the responsibility, to guarantee the surveillance and the control of the Portuguese maritime spaces, and also be a dissuasion mean, which with a minimum presence at sea can be an opponent force to any menace or risk. The recognition of those capabilities, has lead to the collaboration and participation of the Portuguese Navy in tasks related with public interest satisfaction and improvement on the quality of people's life. All those missions are according the law, but above all they are developed in favour of the general interest, under the command of the Portuguese state

In the last few years, the creation and development of a Portuguese maritime cluster, has been a political and economical issue. In that way some organizations developed actions in order to stimulate the grow of that cluster. The study "Hypercluster da Economia do Mar", made by SaeR and coordinated by the Professor Ernâni Lopes, established as an objective to double the GDP that came directly maritime economy. The advantages and contribution for competitiveness, that came from the type of projects like the one developed by SaeR, can be found in specific economical sectors and delimited regions, where the information, knowledge and innovations are key factors. And in that way the clusters have a major importance on the local, regional and national development. However the path to economical development in Portugal, will need to have good conditions regarding safety and security, without those, it's not possible to assure the development of the commonly called "Economy of the sea". The Portuguese Navy, as a branch of the Portuguese National Armed Force, has the responsibility, to guarantee the surveillance and the control of the Portuguese maritime spaces, and also be a dissuasion mean, which with a minimum presence at sea can be an opponent force to any menace or risk. The recognition of those capabilities, has lead to the collaboration and participation of the Portuguese Navy in tasks related with public interest satisfaction and improvement on the quality of people's life. O estudo do “Hypercluster da Economia do Mar”, elaborado pela SaeR e coordenado pelo Professor Ernâni Lopes, estabeleceu como objetivo duplicar o PIB que resulta diretamente da economia do mar. As vantagens competitivas de um projeto como o apresentado pela SaeR encontram-se, cada vez mais, em regiões localizadas e em setores específicos, nos quais a informação, o conhecimento e a inovação são fatores de grande importância. Nos últimos anos, a criação e desenvolvimento de um cluster marítimo português tem sido uma questão política e económica, de primeira grandeza. Nesse sentido, algumas organizações desenvolveram iniciativas com que pretendem estimular o seu crescimento. O estudo do “Hypercluster da Economia do Mar”, elaborado pela SaeR e coordenado pelo Professor Ernâni Lopes, estabeleceu como objetivo duplicar o PIB que resulta diretamente da economia do mar. As vantagens competitivas de um projeto como o apresentado pela SaeR encontram-se, cada vez mais, em regiões localizadas e em setores específicos, nos quais a informação, o conhecimento e a inovação são fatores de grande importância. Nesse sentido, os clusters, desempenham um papel preponderante no desenvolvimento local, regional e nacional. No entanto, a aposta no desenvolvimento económico de Portugal implica a criação das respetivas condições de segurança, sem as quais não será possível assegurar o fomento da chamada Economia do Mar. A Marinha Portuguesa enquanto Ramo das Forças Armadas tem responsabilidade, quer de garantir a vigilância e o controlo dos espaços marítimos portugueses, quer de dispor de um mínimo de força que no Mar se oponha, pela dissuasão, a qualquer risco ou ameaça. O reconhecimento dessas capacidades tem conduzido a que, nos termos da lei, a Marinha colabore em tarefas relacionadas com a satisfação do interesse público e a melhoria da qualidade de vida das populações e exerça ações no âmbito das missões de interesse geral a cargo do Estado. </ field >

In the last few years, the creation and development of a Portuguese maritime cluster, has been a political and economical issue. In that way some organizations developed actions in order to stimulate the grow of that cluster. The study "Hypercluster da Economia do Mar", made by SaeR and coordinated by the Professor Ernâni Lopes, established as an objective to double the GDP that came directly maritime economy. The advantages and contribution for competitiveness, that came from the type of projects like the one developed by SaeR, can be found in specific economical sectors and delimited regions, where the information, knowledge and innovations are key factors. And in that way the clusters have a major importance on the local, regional and national development. However the path to economical development in Portugal, will need to have good conditions regarding safety and security, without those, it's not possible to assure the development of the commonly called "Economy of the sea". The Portuguese Navy, as a branch of the Portuguese National Armed Force, has the responsibility, to guarantee the surveillance and the control of the Portuguese maritime spaces, and also be a dissuasion mean, which with a minimum presence at sea can be an opponent force to any menace or risk. The recognition of those capabilities, has lead to the collaboration and participation of the Portuguese Navy in tasks related with public interest satisfaction and improvement on the quality of people's life. All those missions are according the law, but above all they are developed in favour of the general interest, under the command of the Portuguese state </ field >
